In Revelation 13, three powers are listed in symbols.  The leopard-like beast, the lamb-like beast, and the image of the beast. Who represents the leopard-like beast?  Both the Bible and the Spirit of Prophecy clearly points this beast out as being the Roman Catholic Church or the papacy (see Daniel 7, in connection with Revelation 13:1-8, Signs of the Times, June 18, 1894 (vol 3,  p 125-26).  So Roman Catholicism, an ecclesiastical body clothed with civil power, represents the leopard-like beast.
